Only in a limited way. The full programme with furnished buildings and staff runs mainly in summer, and out of season the site may be open only for walking between the buildings from outside. Check hours before going, since the difference is considerable.
Bryggen is original buildings on their original site, a UNESCO listing, free to see from outside. This museum is buildings moved and rearranged, on a ticket, but it shows you furnished interiors which Bryggen does not. They complement each other rather than substitute.

An open-air museum north of central Bergen recreating a Norwegian town of the eighteenth and nineteenth centuries. More than fifty timber buildings were moved here from around Bergen and its surroundings and arranged as real streets and squares. The idea is that you walk through a town rather than visit an exhibition: shops, houses, workshops, a barber's and a bakery, some fully furnished with pieces of the period. In season, staff in period dress work in them and explain daily life at the time. This complements what you see in Bergen itself: the UNESCO-listed timber quarter of Bryggen shows the buildings of Hanseatic trade, while this museum shows how ordinary townspeople lived centuries later. One important point: the museum is strongly seasonal and runs mainly through the summer months, and outside the season access may be limited to walking the site without entering the buildings. Check before going.
