Sagada's favourite spot for the «sea of clouds» at sunrise: an open hilltop where visitors gather before dawn, and as the light comes they see the valley below flooded with white cloud like a sea, the mountain tops rising out of it like islands, with rice terraces beneath. Visitors arrive in the dark, around five in the morning, and stand on the rocks to wait. As the sun rises the cloud turns gold and pink, then slowly shifts and breaks until the rice terraces and villages in the valley appear. The clouds do not form every day; they are more likely in the cooler, damper months, especially after a cold, clear night. Even without them, sunrise over the mountains and terraces is worth the early start. It is bitterly cold before dawn, so bring a warm jacket. You can walk from town without a guide or book a car there and back. In season it gets crowded, so arrive early to find a spot.

No, it depends on the weather and is likelier in the cool, damp months after a clear night. The sunrise is worth it even without the clouds.
