A red-brick building crowned by an octagonal dome, opened in 1888 as the seat of the Hokkaidō government in an American style popular at the time, and one of Sapporo's symbols. Before it, the development commission's main office stood here, built in 1873 as one of the largest buildings in Japan and destroyed by fire in 1879. The dome was removed in 1896, and in 1909 fire gutted the interior while the brick walls survived; it was restored in 1910-1911. For Hokkaidō's centenary in 1968 it was returned to its original look, and the following year it became an Important Cultural Property. After a major renovation it reopened on 25 July 2025, keeping as much of the original material as possible, and now holds exhibitions on Hokkaido's history and culture, a restaurant and a café. In front are flower beds and a pond, and a tree-lined avenue leads to Sapporo Station. Tickets are 300 yen for adults and free up to junior high school, and it opens 8:45-21:00; the restaurant, café and shop need no ticket, per visitor guides. It is about a 10-minute walk from Sapporo Station.
