19th-century Varna municipalities imported Western European gardening experts specialising in modern public park design (a pattern common then in ambitious European cities wanting to match London and Paris) — choosing a foreign expert over relying on local knowledge was a conscious decision ensuring modern global design standards, and the project succeeded so well the garden remains an emulated model in Bulgarian coastal planning to this day, over a century and a half later.

The Sea Garden is Varna's green lung stretching along the coast: the largest and oldest designed public park on the entire Black Sea (designed by a Swiss-Danish gardener, from 1862 onward), running over eight kilometres along the seafront with venerable trees, sculptures, shaded walks and scattered memorials. Within it sit several of Varna's most famous recreational landmarks: the Dolphinarium (regionally famous live dolphin shows), a small zoo, a natural history museum wing with dinosaur models drawing families, and an open-air summer theatre hosting the Varna International Film Festival and major concerts. Its free sandy beaches directly below the park make it a unique combination: dense green shade for family strolling, and sand and sea for swimming, one continuous walk apart — a coastal urban planning model praised across Europe for balancing nature, recreation and fully free access.
