Not really. It is a handsome monument and a nice photograph, but a short stop. Fit it into a river walk or a visit to the nearby Bavarian National Museum.
No — the column is closed and there are no stairs for visitors. The view you get is from the terrace at its base, slightly raised above the river.
Before sunset, when the gold catches the light and photographs best. Mornings are quiet too, with few people.

The Angel of Peace is a gilded winged statue on a tall column above the river Isar, east of central Munich. It was put up in 1899 to mark twenty-five years of peace after the war of 1871. The figure copies an ancient Greek statue of victory and stands on a column about thirty-eight metres high. Below it is a wide stone terrace with steps and a fountain, the whole thing designed as the end point of a broad avenue running from the city centre. It is free and always open. People come to sit on the steps or take photographs, and the view from the terrace runs along the river and across the city. It is a lovely spot but a short stop, not a day out. Make it part of a walk along the Isar, or a stop on your way to the nearby Bavarian National Museum.
