Yes — the park itself is free, always open and needs no ticket. What you pay for is the Olympiaturm, stadium tours and some events. You can spend half a day here without spending anything.
On a clear day, yes: you see the whole of Munich and the line of the Alps on the horizon. On a cloudy day the view is far less and does not justify the price. Look at the sky before buying the ticket.
They adjoin each other at the same metro stop. A comfortable order is the BMW Museum and BMW Welt in the morning, then across the road into the park in the afternoon. Half a day to a full day covers all three.

Munich's Olympiapark was built for the 1972 Olympic Games and has remained a large public park ever since. Its most famous feature is the translucent tent-like roof stretching over the stadium and halls — a bold design that changed sports architecture worldwide. Entry to the park is free, and it holds a lake, an artificial hill and long walking paths. What costs money is the Olympiaturm, a tower of about 290 metres with a viewing platform over Munich and, on clear days, the Alps, along with tours of the Olympic stadium. The park also has a Walk of Fame with handprints of international musicians near the concert hall. On the site there is also a memorial to the victims of the attack that took place during the 1972 Games.
