No. It is an open public space, free at any time. Advance registration is only required to go inside the Reichstag and its dome — two different things.
From the middle of the lawn, straight at the front, so the columns, inscription and dome all appear together. After dark is much better, as the façade is lit. Early morning it is almost empty.
The Brandenburg Gate and Holocaust Memorial are ten minutes south, and the Tiergarten and Victory Column to the west. All walkable in half a day.

Platz der Republik is the wide green lawn stretching in front of the Reichstag. It is not a paved square but open grass, and it is where the famous photographs of the German parliament's columned front, with its glass dome behind, are taken. The square itself is free and always open and needs no booking — unlike entering the building, which requires advance registration. Around it stand modern government buildings and the Chancellery, with the Tiergarten behind. On major national occasions ceremonies are held here and parts of it may be closed.
