No, it is not a destination in itself. But it is a natural extension of a HafenCity walk after the Elbphilharmonie and the Speicherstadt. Add half an hour to your route if you want to see the newest part of the quarter.
The Elbphilharmonie first — its public plaza is free with a harbour view — then the historic Speicherstadt and Miniatur Wunderland, then east to Baakenhafen for the newest section. A comfortable full day.
Walking by the water is pleasant for children, and there is a small park and play space. But watch for construction in some parts and for open edges at the water, so supervision is needed.

Baakenhafen is an old dock basin at the eastern end of Hamburg's HafenCity. It served as a cargo harbour from the nineteenth century, and is today being turned gradually into a modern residential quarter with new buildings and waterside paths. It is open and free, and a living example of how Hamburg reuses its old harbours. There is a long footbridge across the basin, a small park and benches at the water's edge. It is not a major sight, but it makes a quiet walk for anyone who wants to see the city's newer face away from the crowds.
