Yes, certainly, and it is the norm. Commercial galleries depend on attendance and interest, and visitors are welcome. Go in and look around quietly; staff will normally leave you alone unless you ask. Do not feel awkward — this is entirely standard practice in the art world.
The Mirabell gardens are minutes away with their famous steps and dwarf garden, and Mozart's residence stands on the north bank. The north bank is quieter and less crowded than the old town and deserves half a day of its own.
