No, and it is not meant to be. It is a resting space next to Museum Island โ use it when you need to sit or are waiting for a museum slot. Its value is the location, not the park itself.
Yes for sitting and resting, but note that it runs straight to the river with no railing in places, so watch small children. There is no playground.
Mornings and weekdays. Summer evenings and weekends fill with young people and can get loud with music. Come early if you want calm.

James-Simon-Park is a small stretch of grass on the bank of the Spree, right beside Museum Island. It is named after James Simon, a Jewish Berlin merchant who gave the city enormous art collections โ among them the bust of Nefertiti, displayed today a few metres from the park. It is not a tourist sight but a place Berliners sit. In summer it fills with people on the grass facing the river, with tour boats passing in front of them. It is the best place to rest between two museums, and the view of Berlin Cathedral from it is lovely, especially before sunset.
