Yes. The nearby Serra do Pilar monastery gives a similar view from higher up, and the Gaia riverside below the hill is wider and less packed, though the view is from water level. If you specifically want sunset, arrive well before it wherever you go.

A small hilltop garden in Vila Nova de Gaia, directly at the southern end of the Dom Luís I bridge, and the best-known spot in the area to watch the sun go down. The view is everything: the whole of Porto on the opposite bank — the Ribeira and its stepped roofs, the Clérigos Tower and the cathedral — with the Douro and the bridge in front. The aspect is westward, so the sun sets straight ahead of you behind the river mouth. Getting there is easier than it looks: the metro stops at the garden itself, and walking across the upper deck of the Dom Luís bridge from the north bank takes minutes and gives an excellent view on the way. The cable car from the Gaia riverside also comes up here. The place is free and always open, but it fills an hour before sunset in summer. Anyone wanting to sit on the grass comes early; anyone wanting quiet comes in the morning, when the light on the city is better for photographs anyway.
