In clear weather and with time to spare, yes: the view and the close-up mosaics justify the cost. On a wet or hazy day the tour may be cancelled anyway, and sticking to the basilica and the esplanade is entirely reasonable.

A small museum within the complex of the basilica of Notre-Dame de Fourvière, showing the church's holdings of vestments, silver, votive offerings and religious art. Its main value lies less in the exhibits than in what the ticket normally grants: access to parts of the basilica not open to ordinary visitors, above all the roofs and upper walkways. From there you see the mosaic decoration close up and look over Lyon from an angle unavailable from the esplanade. The basilica itself is an extraordinary late nineteenth-century building, covered inside with mosaic, marble and gold at a density beyond what visitors expect. The museum explains how it was built, who paid for it and why this site was chosen. Practical points: the basilica itself is free to enter — it is the museum and the roofs that need a ticket. Hours are seasonal, and roof visits may run as timed tours and are cancelled in bad weather. Check before going.
