The Cabildo is a white arcaded building with a small tower facing Plaza de Mayo. In colonial times it housed the town council and served as the government house of the Viceroyalty of the Río de la Plata; it also held the high court for a time and the first home of the public library founded by the revolutionary government in 1810, while its longest tenant was the city prison, from 1608 to 1877. In May 1810 the open town meeting that launched the May Revolution and the first local government gathered here, making the building a symbol of Argentina's birth. It lost some of its arches when avenues were opened around it, was declared a national historic monument in 1933 and became a museum in 1938. The National Museum of the Cabildo and the May Revolution is free, open Wednesday to Sunday 10:30-17:40 and closed on Mondays and Tuesdays. Its upper balcony looks over Plaza de Mayo and the Casa Rosada.
