The Hidráulica Moinhos de Vento, officially the Moinhos de Vento Water Treatment Station, belongs to Porto Alegre's municipal water department and houses its head office; its historic building is on the city's cultural heritage inventory. Locals know it best for its lovely gardens, which are open to the public. Its origins lie in the modernisation of the water supply in the late 19th century: a private company founded in 1886 began serving 1,065 homes in 1891, and in 1899 it built a reservoir on the heights of Moinhos de Vento for 90,000 customers, landscaped into a park for residents. The city bought the company on 1 October 1904, and in 1907 the treatment station designed by the Frenchman Jules Villain began operating; it was modernised in the 1920s. The gardens open daily from eight in the morning to six in the evening, free of charge, and hold the city's oldest public monument. Pets and bicycles are not allowed, as it is a water-treatment area.
