Yes — entry to the park and climbing the tower are both entirely free and need no ticket. The only charges are the little train in summer and any special events that may be held.
Very much so: safe open space, a little train, a small animal enclosure and play areas. It is among the best family options in Stuttgart, particularly on a summer day.
April to September, when the flowers are at their best, the train is running and the weather allows sitting out. The park and tower stay open in winter, but most of the facilities stop.

Killesberg Park is a large park in northern Stuttgart, laid out in 1939 for a horticultural show and kept afterwards as a public garden. It has broad lawns, ponds, flower plantings and rose gardens, and is one of the easiest places in Stuttgart for families. Entry is free and the park is always open. Its best-known feature is the Killesbergturm, a modern observation tower built in 2001 from steel cables with an open spiral stair, free to climb for a view over the city. There is also a little train that carries children around the park in summer, and a small children's animal enclosure.
