In practice by attending a concert. The building is a working performance space for the state philharmonic rather than a museum, and there is no regular tour. If you want to see the interior, check the concert programme, which is generally inexpensive by western European standards.
It sits on Sibiu's wall line, so the natural arrangement is to walk the circuit past the Carpenters' Tower and the others and finish in the Large Square. Sibiu is small and all of that is within a short walk.

A fifteenth-century defensive tower in Sibiu's walls, called the Thick Tower for the depth of its masonry, and today home to Thalia Hall and the seat of the state philharmonic. The conversion is what makes it interesting: in 1788 the interior was turned into a theatre, among the oldest in this part of Europe. Walls built to stop an assault became the walls of a concert hall, and the heavy defensive form is still plain from outside while the interior is a performance space. That means the visit depends on what you want. From outside the tower is part of the walls route and free to see at any hour. The interior is in practice entered by attending a concert, since there is no regular museum tour. Sibiu is a city of walls: the tower belongs to a chain of towers and defensive passages ringing the old town, and it reads alongside the neighbouring Carpenters' Tower and the rest of the circuit. Walking the wall line is the best way to see it.
